Visit the Parivahan Sewa Portal or click on this link.
Click on ‘Online Services’
Among the tabs on the top section of the site’s page, locate the tab Online Services and click on it.
Select ‘Vehicle Related Services’
Upon clicking the tab, a drop-down list shall appear, in which you must select the first option – Vehicle Related Services.
Select your state from the drop-down list
In the new window, you will be required to select your state’s name from another drop-down list of state names.
Enter your vehicle registration number
You shall now be led to another page on whose left-hand side you shall see the Choose option to avail services section. Click on Vehicle Registration No., and enter your vehicle’s registration number.
Select ‘State RTO’ from the drop-down menu
In the same section, select State RTO as the default option in the final field and click on Proceed.

How to apply for vehicle ownership transfer?
To apply for vehicle ownership transfer in case of a normal sale, the transferor needs to report the fact of transfer in Form 29 to the registering authorities within the jurisdiction of both the transferor and transferee’s places of residence or business. Within 14 days of the transfer, the transferee needs to apply for the transfer of ownership in Form 30 to the same registering authorities for a vehicle registered within the same state, along with a set of forms given under Form I. If the vehicle is registered outside the state, the transferee must apply within 45 days and include Form I and Form II along with Form 30. The appropriate fee and tax as specified in Rule 81 of the Central Motor Vehicle Rules 1989 must also be paid.
In case of the transfer of ownership on the death of the vehicle owner, the transferee needs to apply in Form 31 within three months of the death to the registering authority for the transfer of ownership of the vehicle. The appropriate fee and tax as specified in Rule 81 of the Central Motor Vehicle Rules 1989 must also be paid.
For the transfer of ownership of a vehicle purchased in a public auction, the person who has acquired or purchased the motor vehicle needs to apply in Form 32 within thirty days of taking possession of the vehicle to the registering authority. The appropriate fee and tax as specified in Rule 81 of the Central Motor Vehicle Rules 1989 must also be paid.
